Latvian nationals can apply for a new identity document – a passport or a personal ID card (eID) at the diplomatic/consular missions of Latvia. The service is available for persons residing abroad permanently and having declared their place of residence abroad with the Population Register.

Starting from January 1, 2021, persons who have reached the age of 15 are obliged to also receive a personal ID card (eID) when they receive a passport.

Visitors wishing to apply for a passport/personal ID card (eID) at the missions are received by prior appointment only. Please arrange your visit by contacting the diplomatic/consular mission.

Visitors must appear in person and present their Latvian passport/personal ID card (eID) and in a case of loss of identity document - a police certificate confirming the loss of the document. See further information on obtaining passports/personal ID card (eID) here.

In addition to a fee for the issuance of a personal identity document via the diplomatic/consular mission, consular service charge of EUR 40 must be paid for every person obtaining a passport/personal ID card (eID).

Due to personal identity documents being produced at the Office for Citizenship and Migration Affairs in Latvia, obtaining a personal identity document via the diplomatic/consular mission can take up to three months.
