Members of Missions (whether EU member states and not EU member states) must possess a valid national driving license. If the period of the driving license has expired, Latvian driving licenses may be obtained according to Latvian legislation.
According to Section 2 of Article 47 of Road Traffic Law a driver, who arrives in Latvia from abroad and stays in Latvia for more than one year, shall replace a driving licence in accordance with the procedures specified, except for a driving licence issued by a member State of the European Union or a member state of the European Free Trade Association. The aforementioned obligation does not apply to a person enjoying diplomatic or consular immunities and privileges in the Republic of Latvia.
The persons enjoying diplomatic or consular immunities and privileges and wishing to exchange their driving licence are obliged to pass the driving exams except for the persons who have a driving licence issued by a member state of the European Union or a member state of the European Free Trade Association. However, all persons have to pass a medical examination. When receiving a driving licence of the Republic of Latvia, the foreign driving licence is to be submitted to the Road Traffic Safety Directorate.
According to Paragraph 5 (a) of the Article 7 of the Directive 2006/126/ EC of the European Parliament and of the Council of December 20, 2006 on driving licences and Paragraph 8 of the Cabinet of Ministers Regulation No 103 of February 2, 2010 “The procedures for the acquisition and renewal of the right to drive a vehicle and the procedures for the issuance, change, renewal and destruction of the driving licence” no person may hold more than one driving licence. Pursuant to Paragraph 5 (b) of the Article 7 of the Directive Member State shall refuse to issue a licence where it establishes that the applicant already holds a driving licence.
In case if the driving licence of a diplomatic or consular staff is not exchanged to the driving licence of the Republic of Latvia and the entries in the foreign driving licence is done with letters other than of Latin alphabet, the person shall present an officially certified Latvian translation of that particular driving licence.
Diplomatic ID card holders are advised to carry their diplomatic ID cards with them in order to be able to prove their identity and their registration at the State Protocol of the Ministry of Foreign Affairs of the Republic of Latvia upon request of the State police.
